According to Japanese shippers of miscellaneous scrap, Hong Kong recyclers and European recycle business group, headed mainly by State Environmental Protection Administration of China, a large delegation of as many as 420 inspectors has been sent to Ningbo, Zhejiang Province and Taizhou District to make probes from piers though yards in scrap park districts since July 1 and consequently buying have been forced to be holt as a matter of fact. The scrap inspection group has surveyed mainly reality of imported scraps and a local Chinese trader said “ As a biggest inspector group in the past has been attacking with no allowance for excuses, we have cancelled several cargos from Japan for a short measure. “
As a matter of course, if only a single piece of Kuro-motor is found, the players around the scenery are likely to be immediately arrested in China. The situations is utterly different from that in Japan and there is no excuses for being just cautioned. The investigation this time must arrest not a few, rumors say.
While some of ships departed prior to July timeframe still accommodate home electric miscellaneous scraps in consolidation, if they are unloaded at Ningbo ports they instantly will be rejected as unlawful. Importers as well as shippers simultaneously should be seriously punished or fined. There are some cargos in suspicions which were cancelled prior to arrival at the destinations.
In Ningbo a big group of as many as 200 inspectors like a special mission forefront is probing around the ports and yards, it is said. While Kuro-motor itself should be out of question, sub tank is also subject of immediate rejections. Only a single piece of circuit board is rejected this time. As home electric miscellaneous scraps should be rejected without exception, traders in Ningbo have become rather too much nervous. Consequently most of Ningbo traders will extremely reduce purchase amount in July.
Shippers cannot be careful enough to perfectly be free from suspicions of Chinese inspectors, so there should be considerably high risks of ship-back of miscellaneous scrap exports for China.
“ Badly high tension summer…”, a Japanese shipper of miscellaneous scrap in Kansai district is murmuring.
A shipper with handling miscellaneous scrap as much as 2,000 tons a month say, “ Market sentiments in the world and Japan are quite different from that of export for China. For example, domestic price of electrolytic copper has been rising up to JPY 710, but export price for China is rather reducing. There is no allowance to raise the purchasing price. Honestly we prefer to refrain from incoming cargos. In fact some shippers refuse carry-ins by tralors.”
Buying sentiment at Tianjin end for coated low grade wires ( Cu 40 pct or less ) mainly designated to China is quite weak. As it is said that the coated wire of this kind would be subject of import restriction, the unit price for China is not increased clearly with the recent move around JPY 210-220/kg, mostly JPY 210/kg. Price of industrial miscellaneous scraps in FOB base is keeping softly JPY 30/kg. Shipper buying price is moving around JPY 25-27/kg.
